What it covers
Manomaya is not thought in the sense of reasoning. It is the layer of reception and reaction: what the senses deliver, what memory adds, what emotion does with the combination, and the habits that form when the same sequence repeats often enough.
Sanskrit keeps reasoning separate and puts it in the next sheath, which is a distinction English loses by using mind for both.
What arrives comes through the five jnanendriyas, the organs of perception: eye, ear, nose, tongue and skin. The sheath is the processing of that input into liking and disliking, which is why the classical remedy for it is pratyahara, withdrawing the senses rather than arguing with the thoughts.
Why practice stalls here
The first sustained attempt at meditation is usually a tour of this sheath: noise, plans, old arguments, the itch. The classical response is neither to suppress it nor to follow it but to give it a single object, which is what mantra and breath counting are for.
The texts are matter of fact that this layer quietens only after the two below it are in order. Agitated breath produces an agitated mind, in that direction.
