The part that decides

Vijnanamaya is buddhi at work: weighing one thing against another, telling the real from the plausible, choosing. In Vedanta this is the sheath that carries viveka, the discrimination between what lasts and what does not, which the whole tradition treats as the beginning of anything serious.

It also carries ahamkara, the I-maker, which is why the fourth sheath is where a practitioner's sense of being a particular person lives.

Why it is still a sheath

Discernment is a considerable achievement and the Upanishad still calls it a covering. A person who has good judgement about everything, including their own practice, is described here as clothed rather than free.

That is the text's most useful warning. The layer that can see through the others cannot see through itself, and mistaking clarity for arrival is the characteristic error at this level.

Vedanta adds a further claim about this sheath: it carries the samskaras and vasanas, the latent impressions left by action, and it is this layer rather than the body that is said to persist and transmigrate. Whatever one makes of that, it explains why the tradition treats habit as a deeper structure than either emotion or thought.
