What the capita dictionum are
A small group of Rovás characters do not represent single sounds. They compress a whole cluster — two or three sounds — into one stroke, and they are recorded in the late medieval alphabet lists under the Latin name capita dictionum, heads of words.
There are eight of them: amb, and, emp, enc, ent, unk, us and the disputed tprus.
Functionally they resemble the syllabic clusters of the Old Turkic script, which had signs for oq, ök, nt and similar. Whether that is inheritance or convergence is not settled — both scripts were carved by hand into hard material, and both had every reason to abbreviate.
What is not known
Their linguistic origin. Nobody has produced an account of where these particular clusters came from or why these and not others.
The clusters chosen are not obviously the commonest in Hungarian, which is what you would expect if they were straightforward frequency abbreviations. Nor do they form an obvious set.
They appear in the medieval alphabet lists, notably the Nikolsburg inventory, alongside a substantial number of ligatures. The line between a caput dictionum and an ordinary ligature is itself not sharp, and some scholars treat them as fossilised ligatures that were listed as letters because a scribe listed them as letters.
In use
Rarely, in practice. Modern Rovás can write any of these clusters with ordinary letters, and most writers do.
They are encoded because the historical alphabet lists contain them, and they are worth knowing because they show the script doing what carved scripts do: compressing frequent sequences to save strokes on a medium where every stroke costs time.
