Is is ice: everything held still and briefly transparent. The poem calls it glass-clear and fair to look upon. Today the situation is not moving and is unusually easy to see through. Use the second part. Ice is the only condition in which you get to look straight down at what is under the surface, and it will not last past the thaw.
